The Resettlement and Rehabilitation Action Plan
(RAP) is a major element of the GSHP. This Resettlement Action Plan
comprehensively addresses all R&R issues that arise in GSHP. It conforms
to the Government of India legislation (the EIA notification, 1994) and
policy perspectives (the Draft National Policy on Resettlement and
Rehabilitation) as well as the WB operational directives (OD 4.30 on
Involuntary Resettlement and OD 4.20 on Indigenous Population). The

Phase I
Land
Acquisition
The resettlement and rehabilitation of GSHP phase I
has been successfully completed by the Department. The only payments
remains to be paid to the landowners are the top-up money in lieu of
replacement cost (except Rajkot and Jamnagar districts). This has been
delayed due to procedural problems in operation and implementation of
District Land Pricing Committee.
The details of additional land requirement for bridge
reconstruction are given in Table 1.

The RAP implementation for this phase is carried out
by PIU & PCC. The Department completed the socio
economic survey of PAPs losing land and distributed the entitlement ID
cards. The PIU along with PCC has completed the joint verification of PAPs
on all corridors of GSHP Phase IIA. Shifting assistance is
distributed to the PAPs and the clearance of CoI is in progress.
Counseling of PAPs was finished in all corridors. Severance allowance and
rent is distributed in all packages. Several institutions/ persons are
contacted for training programmes of the PAPs. DLPC assessment is
completed in Sabarkantha district.

are not issued in GSHP 7 as PAPs to be relocated are having lorry and
hence eligible only for notice.

As far as environmental issues are concerned in Phase
IIA contracts, the contractors are in progress. In GSHP/6, it is the same
contractor that is working for GSHP/2 under Phase I of GSHP. Hence in
this contact all the establishments of GSHP/2 are being used.
In GSHP/7 and 8 the
contractors have already set up the plants, labour camp, office etc. The
EMU with CSC and contractor staff had visited some of the sites identified
by the contractor to set up the facilities. The CSC has also mobilized its
two full time junior environmental and social officers to supervise the
compliance of EMAP. The CSC’s senior environmental engineer has also been
mobilized and is currently supervising EMAP compliance on a regular basis.
The EMAP compliance reports of GSHP/ 7 & 8 are being compiled by the CSC.
Improved safety measures need to be taken in both the corridors. Some of
the points that need to be improved are:

Inadequate and non retro-reflective traffic and safety signage for
nighttime is still a problem in the dry and dusty environment of GSHP/7
and 8.

Dust suppression continues to be a problem in GSHP/7 and 8 and requires
more action from the contractors.
-
The Contractors are still not encouraging and enforcing the use of
safety equipment, vests, helmets, breathing masks, etc. at the work
site.
The NGO selection has been finalized and work order
is issued. A formal training programme has been organized on PIU for RAP
implementation. Necessary documents and reports have been given to NGO for
further rechecking of PAPs in Phase IIB.
The PIU along with PCC has completed the joint
verification of PAPs on GSHP 10 of Phase IIB. The NGO mobilized for R&R
activities has completed joint verification of PAPs on GSHP 11, 12, 13 &
14. Workshop on “Environmental & Social Management during Construction”
organized by EMU for CSC & Contractors in May 2004. DLPC assessment is
completed in Bharuch district.
The total land requirements in
Phase IIB packages are 20.7529 hectares. Private
land accounts for about 54 percent of total land acquisition in Phase IIB
corridors. All land acquisition has been completed.
