The current status is tabulated below:

Institutional Development

Policy and Planning: Quality Management

and RMS

Ø       Institutional Strengthening Consultant, Lea International and BCEOM JV in place since September 2003 and services are running on schedule.

Ø       Revised QM Comprehensive Study Report with Recommendations submitted April 2005. Also Quantity system Procedures Manual submitted as per schedule March 2005.

Ø       P&PU produced Annual Business Plans, Corporate Plan. P&PU staff is working along with ISC.

Ø       RMS progressing well, two module provided are TIS -Traffic Information System and PMS - Pavement Management System with relevant support RIS - Road Information System.

 

 Institutional Strengthening Consultancy Services (ISC)

The consultant, Lea International and BCEOM JV, are progressing as per the schedule.

Overall Objectives

·         Strengthen the R&BD to deliver a high quality road system by following scientific principles and procedures in a sustainable manner.

·         Transform R&BD from a provider of road infrastructure into the manager of the Gujarat road network.

Three main Components

    1. Technical Assistance to the Policy and Planning Unit
    2. Strengthening of Quality Management
    3. Development of Road Management System

Status

The project work is right on schedule following ToR.

Policy & Planning component has produced Annual Business Plan for 2004-05, 2005-06 and also Corporate Plan for 2004-2007. P&P staff is working with consultant.

Quality Management, Revised Comprehensive Study Report with wide recommendations submitted by ISC. As a part of scheduled deliverables Quality System-Procedures Manuals are submitted March - 2005.

RMS works are in active progress. After getting training from ISC, R&BD field staff has collected data for fulfilling system requirements in the five pilot districts for about 5000 Km.

Comprehensive Training Needs Assessment Report was submitted. Training activities on all the three components are continuing as per the project agreement.
