Institutional Development Strategy (IDS) Component

The IDS study was completed in February 1998. The overall objective of IDS is to establish an institutional development strategy for sustainable improvements to the State's institutional framework and financing capacity for effective and efficient management of the Gujarat road transport network infrastructure which would be suitable for implementation during the proposed Gujarat State Highway Project (GSHP).

The study covered in broad details the purpose, scope and timing of measures to improve the capabilities of the R&BD in executing the following activities.

  • road planning and investment selection based on user requirements, roads transport network factors and sound economic considerations;

  • planning implementation and management of road construction programmes;

  • development and management of efficient, cost-effective and rationally determined road network maintenance programmes;

  • generation of increased, dedicated and sustained levels of funds for on going road network maintenance needs and planned road investment requirements;

  • effective use of private sector resources in the engineering and execution of Gujarat's road projects/ programmes; and

  • consultation with the main road user stakeholders in Gujarat in the planning of road network developments and investments for improved road transport
